Our history

Fondation Jules et Paul-Émile Léger
On July 9, 1981, the Canadian Senate approved a bill incorporating the Jules and Paul-Émile Léger Foundation. The approved bill received Parliamentary assent on December 18 that same year. The creation of this foundation is in keeping with the two brothers’ wish to help the poorest people of the world. The Foundation bases its action on solidarity and humanist values and is non denominational. Its main role is to ensure that the objectives it sets to fulfill its mission are reached by overseeing the work of its divisions. The Foundation is also the guardian of the Léger heritage and ensures its continuity. Today, the Jules and Paul-Émile Léger Foundation oversees all of its endeavours – also called divisions. Each is a distinct legal entity with its own charity number.

Cardinal Paul-Émile Léger

 
1904
Birth of Paul-Émile Léger on April 25 in Valleyfield.

1925
He enters the Grand Seminary of Montreal.

1929-1932
He is ordained priest by the Archbishop of Montreal. He made his novitiate at the Sulpicians of Issy-les-Moulineaux, near Paris. Noted for his communication skills, he is appointed professor at the Catholic Institute of Paris.

1933-1939
SHis dream of becoming a missionary materializes when his superiors ask him to start a seminary in Japan. In less than six months, he masters the language and pronounces his first homilies in Japanese when he is only 29 years old!

1939
The Second World War broke out and forced him to leave Japan.

1940-1947
Back in Canada, he was appointed Vicar General of the Diocese of Valleyfield.

1947-1950
He returned to live in Europe, where he held the position of Rector of the Canadian College in Rome.

1948
Noting the devastation of post-war Europe, he founded his first work, La Croix d’Or. Through its interventions, whole boats of food and other goods offered by Canadians reach Italian, French and German children.

1950
Paul-Émile Léger returns to Canada. Pope Pius XII named him Archbishop of Montreal. From then on, and until 1967, he hosted the program “The Family Rosary” on CKAC.

1953
He is the first bishop of the city of Montreal to be named cardinal. He continues his many commitments to the poor. Talented promoter, he founded “The Great Task of Montreal” which will build or renovate institutions that help the people.

1963
First visit to Africa, to visit Canadian missions. Touched by the suffering of lepers, he returns to Canada and raises funds to better treat them. Thus, the work that was then called Fame Pereo has helped to provide financial assistance to 82 leprosaria spread over 22 African countries.

1967
He makes an unprecedented gesture in the history of the Church: he renounces his title of archbishop in order to become a missionary in Africa. On December 11, he leaves Montreal for Cameroon.

1967-1979
He is dedicated to developing clinics, hospitals, schools and orphanages in several African countries.

1979
Back in Canada he continues his mission to the poor, despite his worrying state of health. He visits his faithful partners now working on three continents and focuses on the needs of the poor in Canada.

1991
Paul-Émile Léger died on November 13, after a remarkable life dedicated to others. It leaves alive three international works, three works in Quebec and a work at the service of the international and Quebec that will see to continue its mission against misery and for peace.

The Golden Cross is the first work created by Paul-Émile Léger

 

1948
The Gold Cross is the first endeavour created by Paul-Émile Léger to assist victims of the Second World War in Europe. Its mission is to help children in need throughout the world by providing health care, training and literacy programs.

1962
The Cardinal Léger Institute for Health is established during a mission to Cameroon. Its objective is to promote health and fight endemic diseases (leprosy, malaria, tuberculosis, tetanus, polio and AIDS).

1969
Cardinal Léger and his endeavours expand the mission of the first two endeavours. This new division focuses on reducing poverty by encouraging communities to appropriate sustainable development.

1981
On December 18, the Jules and Paul-Émile Léger Foundation is created through a special act of the Canadian Parliament to honour two great humanitarians: Cardinal Paul-Émile Léger, Archbishop of Montréal, and his brother, Jules Léger, Canadian ambassador overseas (1953-1964) and Governor General of Canada (1974-1979). The Foundation ensures that the goals set to fulfill its mission are achieved by overseeing the work of its divisions.

1983
The Cardinal Partners is Cardinal Léger’s first local endeavour. Its aim is to support organizations that assist needy families to remedy hunger, poverty and family violence, problems that affect mainly women and children in Quebec.

1985
Partnership publishing is a division company set up to design, produce and distribute all kinds of publications that promote and support activities and educational or philanthropic endeavours in Canada and abroad.

1986
Elderaid is specially designed to meet the needs of the most disadvantaged and isolated seniors. Partners of the World is an endeavour that fulfills its mission through international and Quebec-based endeavours. It seeks to initiate projects in partnership with other foundations or corporations to promote sustainable development among the populations targeted by these partnerships.

1992
Homeless Recourse is the only endeavour founded after the death of Paul-Émile Léger. It supports homeless people momentarily unable to take responsibility for their lives.

2008
MISSION INCLUSION celebrates its 60th anniversary! On this occasion, the Jules and Paul-Émile Léger Foundation and the divisions it oversees decide to unify under one name: MISSION INCLUSION, an appropriate choice since all have been contributing to the same mission for 60 years. MISSION INCLUSION is present in countries in Africa, Asia, Latin America, and in all regions of Quebec.

It has distributed over $228 million and helped more than 29 million people!

MISSION INCLUSION soutient, au Québec comme à l’international, des actions communautaires innovantes et mobilisatrices pour le mieux-être des personnes vulnérables ou marginalisées. Au Québec, MISSION INCLUSION finance des organismes communautaires dans 14 régions de la province. Dans le monde, elle finance des partenaires dont les actions se situent dans 11 pays en Amérique latine, en Afrique et en Asie.

La mission de MISSION INCLUSION s’appuie sur la conviction que, pour briser le cycle de la pauvreté et retrouver la dignité, tout individu doit pouvoir satisfaire ses besoins de base, évoluer dans un milieu aimant et sécuritaire et exercer un rôle social valorisant au sein de sa collectivité, selon ses capacités.

MISSION INCLUSION appuie des initiatives qui visent à générer des impacts concrets sur les conditions de vie des populations vulnérables et marginalisées.

Au cœur de ses actions, une valeur centrale guide L’ŒUVRE LÉGER : la dignité, un droit inaliénable de tout être humain, quelles que soient sa condition, sa nationalité, sa culture et sa religion.

Pour retrouver la dignité, tout individu doit pouvoir satisfaire à ses besoins de base, évoluer dans un milieu aimant et sécuritaire et exercer un rôle social valorisant au sein de sa collectivité en fonction de ses capacités.
